Warframe 1999: The Best Neutralizer Cyte-09 Build

Bring your best to 1999!

It’s hard to be the Galaxy’s best sniper without a powerful sniper rifle by your side. It’s a good thing Cyte-09 comes with this built-in. The Neutralizer is one of the strongest snipers in the game and is Cyte-09’s signature Exalted weapon. To be effective with This Warframe, you’re going to need his rifle built up as well. So in this guide, I’ll be going over the best build for the Neutralizer, capable of taking down any enemies you meet on the mean streets of Höllvania.

What are Exalted Weapons

Exalted Weapons are signature weapons unique to certain Warframes. They range in many forms like Valkyr’s Talons, Mesa’s Regulator Pistols, and Cyte-09’s Neutralizer sniper.

Exalted Weapons level up with your Warframe and can be modded like any other weapon in the game which means you can mod them to fit any situation.

Stats

Even without mods, the Neutralizer is a very powerful and unique sniper; it almost makes you wish it was available to other Warframes. Not only does it have a very high critical chance and multiplier, but weak point hits cause the bullet to ricochet to other enemy weak points. Make this rifle hit hard and you can take down groups of enemies with a single bullet, even on Steel Path.

Explosive Round Neutralizer Build

This build focuses on ensuring we can kill groups of enemies with one shot from our Neutralizer. We do this by increasing the critical chance, multiplier, weak point damage, and overall damage to make sure enemies still die despite the damage drop per ricochet. We also add the Blast status to soften up any enemies in the ricochet range of our initial target.

The mod choice for this build is as follows:

  • Vital Sense: The Neutralizer is built for crits so we grab Vital Sense to pump up our critical damage. 
  • Point Strike: We grab this mod for the same reason as Vital Sense. We want to make sure we crit as often as possible and Point Strike will help with that.
  • Semi-Rifle Cannonade: This mod was made for the Neutralizer. It increases our punch-through and our damage significantly at the cost of locking our Fire Rate. Since Fire Rate isn’t really important for this build, this is a great trade-off.
  • Primary Acuity: Another mod that was built for the Neutralizer. Primary Acuity increases our Weak Point damage and critical chance significantly at the cost of locking our multishot. Just like before, this trade-off is well worth it since we’ll be primarily hitting weak points with Cyte-09.
  • Spectral Serration: Rounding out the mods perfect for the Neutralizer, Spectral Serration increases base damage by up to 330% while invisible. Staying invisible as Cyte-09 is incredibly easy which means you’ll be getting a big damage boost.
  • Galvanized Aptitude: The Status Chance for the Neutralizer is pretty low so we grab Galvanized Aptitude to bump it up, while also giving us more damage since we have access to tons of elements because of Cyte’s second ability.
  • Primed Cryo Rounds: We need Cryo and Heat to make Blast so we grab this mod to make sure we do a lot of Blast damage.
  • Thermite Rounds: Same as above, we grab this mod to make Blast damage while also increasing our Status Chance.

Alternate Mods

There are a lot of different mods that can be subbed into this build if you’re missing some of the hard-to-get mods. Here are some alternatives you can use in their stead.

  • Serration: While not as powerful as Spectral Serration, it makes a good alternative if you don’t have this new mod yet.
  • Hammer Shot: A good alternative for Galvanized Aptitude if you don’t have it. It has the same increase in Status Chance with increased Critical Damage as well.
  • Hellfire: While the increase to Status Chance is nice, if you don’t have it grab Hellfire to make the Blast element.
