You need to check out Legions at War on steam. When it comes to tactical mastery it blows everyone out of the water.

don’t know about Legions of War but Steam Ultimate general has a good frame work but was quickly and poorly programed. many of the features do not work. you are given choices but the do not affect the game at all. selecting different rifles or cannons get the exact same results. they but this out on the market before it was fully programed. it a shame because it could have been awesome.
